Parents Charged After Child Found Locked in a Dog Cage in Their Home

The parents of a 6-year-old boy who was found locked inside a dog cage in a Philadelphia home have officially been arrested on Criminal charges. 30-year-old Michelle Campbell and 31-year-old Paul Webber were charged with endangering the welfare of a child as well as reckless endangering a person, according to the Philadelphia police department. According to NBC’s WCAU-TV,  the couple’s neighbor was the one that called the police around 1:00 p.m. on Thursday after he saw two girls, 4 and 5,  partially wandering outside in the rain in the backyard of the home where they lived.

“They have pampers on. They have no shirts. They have no pants. They have no shoes. They’re screaming. It’s raining. It’s cold. They’re screaming for their mother, their father,” the neighbor stated.

According to a statement, police arrived on the scene on the 4200 block of Glenview Street where they found two girls crying in the back of the house. When they entered the property, they found another child, a 6-year-old boy, who was locked inside a dog cage by a zip tie. The boy was reportedly naked with only a pillow and blanket kept inside the cage. All the children were transported to St Christopher’s Hospital for evaluation.

 Police said that the children will be placed under the care of the State Department of Human Services.

“We don’t know entirely everything that’s going on here,” Philadelphia Police Public Information Officer Eric Gripp revealed. “We have a long investigation ahead of us. But obviously, we don’t live in a world where under any situation whatsoever we should have a child inside of a cage or young children outside standing in the rain.”

An elderly woman as well as a 40-year-old man who were identified as the children’s grandparents and uncle, were also found inside the home, and reportedly two other children also lived inside the home but were at school at that time.

“This has been an ongoing situation,” the neighbor revealed. “These kids have mental issues. Everybody in the neighborhood knows about it. Cops have been coming here on and off. Nothing has ever been done.”

According to the Department of Human Services,” due to the state confidential laws, DHS cannot comment whether or not a family has any current or past DHS involvement.”
