Officer Doug Rose, who retired two months after the incident and four months before the release of the video, was found to have “entered the home illegally and without probable cause,” an internal investigation, which you can read in full, revealed. “The investigation also determined that Rose didn’t document arresting or un-arresting the woman or the fact that she was naked.”
Rossi’s daughter filmed the arrest with her cellphone.
While Rose’s bodycam was not filming at the time, the bodycam of his partner, Officer David Selvidge, was doing so.
Selvidge “immediately contacted his supervisor to raise questions about Rose’s actions” afterwards and “was cleared of wrongdoing,” KNXV reported.
The officers went to Rossi’s residence after her soon-to-be-ex-husband called the cops on her. Rossi was at his residence for tax forms and left after a verbal altercation had him calling the cops.
By the time cops arrived at his house, Esmeralda Rossi was long gone. Mr. Rossi gave the officers the woman’s address.
The internal investigator, Sgt. Chris Cooper, presented a copy of Rose’s report detailing the reasons behind the house call.
Below is Sgt. Cooper’s synopsis of his investigation:
Rossi says she plans to sue.
“I felt helpless. I felt violated,” she told KNXV. “And honestly, I felt molested.”
“I turn to go into my living room, and I probably get about five steps in, and all of a sudden I just hear boots running in after me, telling me stop or I’ll arrest you,” she added.
The woman said the incident also reminded her of being molested as a child.
Rose retired on March 29 with a full pension and has not been charged with a crime.
